In short: this website is built first for people with low vision. If anything gets in your way, tell us and we will fix it.
Standards we follow
We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.2 at level AA throughout, and to go further for low vision. We also follow the Government of India's Guidelines for Indian Government Websites (GIGW 3.0) and the Indian standard IS 17802 on accessibility for information and communication technology.
In particular:
- body text is at least 18 pixels, with generous line spacing
- text has a contrast of at least 7 to 1 with its background, in both the normal and the dark mode
- the site works at 200% text size and 400% zoom, in one column, without scrolling sideways
- every link, button and form field has a thick, clearly visible focus outline, and is at least 44 pixels in size
- there are no carousels, sliders, flashing content, or sound or video that plays by itself
- forms have visible labels and clear error messages, no time limits and no CAPTCHA
- we do not use an "accessibility overlay" plugin. The display settings are part of the site itself and work alongside your own screen reader, magnifier and settings
Change the display
The Display bar at the top of every page lets you:
- make text smaller or larger (A− and A+, up to twice the normal size)
- switch Dark mode on or off
More display options adds two high contrast colour schemes, page background colours, other fonts (Lexend, OpenDyslexic, Verdana), more space between lines, letters and words, and link highlighting. Your choices are saved on your device. They are never sent to us. If your device is set to dark mode, the site follows it until you choose otherwise.
Your own tools work too
- Zoom: press Control and plus (Command and plus on a Mac), or pinch on a phone.
- Screen readers: designed for NVDA on Windows, TalkBack on Android and VoiceOver on iPhone, and tested with them before launch.
- Magnifiers: works with Windows Magnifier and with phone zoom up to 400%.
- Keyboard: everything works with the keyboard alone. The first press of Tab shows links that skip to the main content, the menu, or the display settings.
Known issues
- Videos from other websites (for example YouTube) use that website's player.
- Some documents from partners may not be fully accessible. Ask us for another format.
[TO CONFIRM: list any other issues found in testing, with a date for fixing each.]

How we test
This statement was last reviewed on [TO CONFIRM: date]. We check every page template with automated tools (axe and WAVE), test with the keyboard, at 200% and 400% zoom, and with screen readers, and VSI members with low vision test every major change.
